There is no single policy that would reverse this. If life was so simple these problems wouldn't keep surfacing, we would have solved things hundreds of years ago.

Wealth rather than income taxes is what a lot of people are calling for, but how they are implemented will determine how well they work. Who is implementing them will also determine how well they work and who will benefit from them.
