Remember a couple years back when there was a missile attack scare in Hawaii? Chatter on the boards was that this was to trigger emergency procedures to shift the NSA/CIA data from Hawaii to a mainland data center (there is a massive underground base on Oahu in the Diamondback mountain visible from Waikiki).

I'm wondering if this is the same thing, and that is why the warning and early attack time...it was the good guys, triggering some sort of emergency response system to get at the data in there
