This is a Memorandum of Agreement (MOA) between the U.S. Department of Agriculture (USDA) Marketing and Regulatory Programs (MRP), the USDA Research, Education, and Economics (REE), and the Department of Homeland Security (DHS) Science and Technology Directorate (S&T).

When referred to collectively, USDA MRP, USDA REE, and DHS S&T are referred to as the "Parties."
