I liked that you put much effort into this write-up and tackled the very heart of the problem so to speak. It's an interesting idea that Higgs bosons could awaken consciousness in an inanimate object.

Having said that, I don't think that army colonel would be able to have the education to discuss reimplantation of low frequencies occurred in the Earth's electromagnetic spectrum.

In general, I think the level of complexity that you've presented here needs to be dumbed down for a regular audience to understand.

I also wasn't very clear on how the racial differences played the role here as I think machines would exterminate all people without regard to their race or ethnic origin. However, if the idea was that some human minority was using robots to exterminate most of other people on the planet with the purpose of solving planet overpopulation, then you need to expand the story a bit to discuss this phenomenon.
