"Who" runs the world requires a system of world control that is as sophisticated as the towers turning to dust, albeit in a more data drive approach. The Silent Weapons document, in my opinion, provides a blue print for how control is obtained and maintained. It also reveals that "who" is running the show are cold, calculated, and completely indifferent to human emotions.
Freemasonary, or at least the pyramidal structure of freemasonary, is the blueprint of world control, and is observable in all facets of life.
School degree systems are freemasonic in nature.
Military classification and "need to know" are freemasonic structures of information control.
NBA and most sports are founded by freemasons, and follow the freemason blueprinted of directed evolution.
Freemasonry literally has blood oaths of secrecy, so even if they don't rule the world, you can't believe what they say so MES can't be debunked LOL

Division is the number one method of world control, and the best and most neutral uniter is 9/11 DEW advanced free energy technology used to murder thousands and get us to hate our fellow humans, and then to kickstart fake wars aka mass human ritual sacrifice (and inflation reduction).
Very interesting idea of genetic manipulation of humanity by advanced beings, but again, need to somehow bring 9/11 into all this LOL aka Tsarion et al NEED to grasp 9/11 in order to not lose grip on reality.
Similarly, Michael had good points about the "rulers" giving the "ruled" the ultimate freedom, which is "freedom from freedom". But this is too is limited as this "ultimate freedom" is forced since advanced technology / reality is purposely hidden by the "rulers".
