not really - with "savages" the Romans imposed a direct rule. Where they did see "civilization", they first tried to work with local elite. Only after Herod's death, when his sons proved incapable of matching his greatness, did the Romans incorporate Judea as a province (later it would be governed by the infamous Pilatus). Galilee continued as vasal state much longer
