This has changed!!

Seeds are obtained through airdrops that occur whenever the number of total active Land Plots (those still growing Seeds) dips below 5000. The number of seeds you obtain is determined by how much MOTA you stake.

Seeds are NOW dropped every Sunday based on the amount of MOTA you have staked PER REAGON! So you can buy some MOTA on the open market and stake it to Jamaica thus exclusively generating Jamaican seeds. And become a seed producer without doing anything else.
