Just to be clear, you CAN SMOKE ANY LEVEL joint you can get your hands on. You just cant craft them until you have the required XP.

So you can smoke that "Galactic Joint" you found in the ash tray of the rental car. You just can't (craft) roll a Galactic Joint yourself until you get more XP.
