today germany has given up against data protection agencies. the data will be stored locally on the phone and will only be touched if someone gets sick. basically ur phone constantly says hello to surrounding using bluetooth and then stores all the hellos on the phone locally and anyone getting sick will then know who he potentially has infected. no "tracking" involved anymore.
