Sounds like Ukraine though the EU didnt send billions to Russia to fight corruption. While u said Ukraine did a "excellent job" fighting corruption which might be true to a certain degree. Fact is that Ukraine is the second most corrupt country in EU in 2021.

Last year we in the West just blew hundreds of billions on vaccines. And in the Netherlands mysteriously more people are dying then during the first corona wave.

But nothing to see here folks.
