Fully agreed. Development activity should definitely be a factor for rewarding, which is best done by keeping the right guys in the top 20.

Guys like @holger80 who is the author of Beempy, a Python library for interacting with the blockchain and @stoodkev who wrote Hive Keychain are currently out of the top 20 and deserve a closer look in my opinion.
