It takes only four steps, then I explain, how I did it:

Materials:

1 disposable plastic bottle of 2 liters
Silicone
Scissor

Step 1:

The bottle is marked from the bottom up at a distance of 8 centimeters and cut.

Step 2:

An opening is drilled into the bottom that was cut out, the width of the bottle cap

Paso 2:
Se perfora una abertura al fondo que se recortó, del ancho de la tapa de la botella

Step 3:

A bit of hot silicone is placed to fix the spout of the bottle to the hole that was opened.

Paso 3:
Se coloca un poco de silicón caliente para fijar el pico de la botella al orificio que se abrió.

Step 4:

Once washed, the cutlery is placed to drain.

And voila, we already have a practical cutlery drainer. It has the facility that once the cutlery is drained, the lid is removed and the accumulated water can be emptied.
