In my opinion, what is needed is to create greater sense of responsibility and critical thinking in people, so that they take care of the consequences for disseminating content that is harmful. Perhaps if regulations are imposed for content monetization, it could work, that way the creators would be quite careful with what they publish, because depending on it they could or may not monetize.
