GURPS is a good, but very detailed system. I think while D&D for most is fantasy, for sure, the game system can apply to many things. Pathfinder is essentially a fork of D&D3.5E and has Starfinder and "modern" rules :)

That said, things like Cthulu and Masks take scenarios and make the rule system more specific to the setting.
