There must be a proper HIVE Developer Fund

We need essentially a culture that attracts and nurtures developers, and a developer fund would be a great part of that for sure.

There was a proposal where someone wanted something like $200k to train a handful of developers, that is NOT what we want in terms of proposal but it is more likely to get results than a documentary IMO ;)
