When it comes to the receipt, that depends on store policy.

Some stores insist on the receipt being stapled to the bag. Others insist on the receipt going inside the bag. Others insist on placing the receipt in hand. Still others don't have a set policy.

When I worked in retail stores long ago, I followed each of these policies.

Unless I was told to follow a policy, my preference is to place the receipt in the customer's hand.
