This is obvious now that I see your comment, yet it didn't occur to me as I was replying to earlier comments in this thread. That's definitely a good way for a "club" to enforce its rules on who is allowed entry.

In some cases centralizing this whole process will be actually a good thing because we can't have control over everything in a community governed metaverse.

Decentralization would be ideal, but can it be total? To what degree do we allow decentralization before it becomes a necessity to have a more top-down way of operating? What we don't want is for government-- specifially political forms of government-- to define our "club" spaces in the metaverse.

I see decentalization as the lowest level at which centralization can occur; after all, everything an individual does is centralized by that individual, and families are centrally controlled by the parents.

Centralization may be necessaty, but how does it come about in ways which benefit us? If we can do that centralization ourselves, it would be more preferable than having it done by a ruler at some state capital or a civil servant at some agency or bureaucracy.
