I haven't gotten to it in the story yet, but my current thinking is that the original 321 victims coordinated using Telegram groups and Signal. With the powers that be now on to this, secure group communication that's also user-friendly enough for people to use may be challenging to figure out.

I'm still on the fence about whether 321SIM will proceed as planned or if it'll be interrupted somehow before it's rolled out.
