Does anyone know who pays for any amounts ABOVE the Gas Limit set by the initiator of an ETH transaction?

Cumulative Gas Used: 679156
If I'm understanding correctly, the cap on the fees were reached for the transaction, however, the Cumulative Gas Used is more than 10x this!
Any ideas???
