Human are social creature, to live they will need support from the other human, either physically or mentally. How close you really are with your neighbour?
In Indonesia mostly in the villages, those in our neighbourhood sometimes are our relatives, or has a very close connection to us. It is because of our culture who like to stay and lives with the one we know. It is also still common that we still live with our parent event thought we are already adult. When we make a new house it would likely to make a house which is close to our parents house.
But sometimes even with this condition, not everyone can get along very well. Those who has different vibes and characters might not get along well in their neighbourhood. Then since we know everyone around us, no big conflict can happen in the villages neighbourhood.
Things changes with the neighborhood in the city. We also have a very high of urbanization, and mostly we lives in a small boarding room in the city. That makes the relation with the neighbour in the same building not as strong as those in the village. Things felt more like individualistic in the city, unless you know each other, then you might have a lively neighbourhood, if not that there a chance you won't even talk to each other.
