It's more about the insularity of a culture - within a culture, that seems to matter the most, in terms of gaining advantage over others... (imo).
Using the Jewish preponderance in finance/government, down through history - and using the argument of IQ's being connected somewhat to race - it would seem like logical strategy to employ.
(i.e for the minority to gain more power than their numbers would otherwise be able offer..quite logical).
