There's a lot of symbolism in this one, the epigenetic changing of men through women, self-imposed slavery, the fact that the chains can be removed if they are addressed, that they are willing participants, the fall of the condition of humanity as they accept immorality.
Those all apply mostly to esoteric tarot.
