First criminal visited my town!

Here we are!

last @dcity game update is made in order to disrupt days of work to make a town profitable!

Just one and suddenly I have 28 people less and 3 already working cards are without workers, so they are not producing.

So what will be to do after this update?

Remove all dangerous people like homeless and immigrants in order to avoid someone of them becoming criminal or anyone citizen can becoming criminal?

I know it is not easy for game management keep this game right on, but really I do not understand where is the logic of it, why in a town where all people are employed and there is only 9% crime chance, I got robbed in 5 days 3 times and now I got even a criminal???
