Influencer marketing indeed works best and is best bang for buck, but it takes most effort (salaries to consdier) and only covers one aspect of marketing. Ads are plug and play.
If i had more time id definitely put in more of the budget towards it.
Ill probably make separate proposals for each channel in a month. That way people can vote which marketing channel they want to have.

2. Ads
3. PR
4. Podcasts and business outreach.

etc.
I put influencer marketing as top priority in the future.
