How will licenses, rights and royalties work?

That was answered above to Nonameslefttouse. They will work the only way they can work to achieve what we want to achieve.
I will hold the rights as a producer and de-facto investor, alongside the creators of the film as is determined by law in Serbia where their production company is based. (author rights)
The royalties havent yet been agreed upon, no contract has been signed at this moment in time, but as I mentioned to you, in case this gets sold, and to make it clear, this isnt being made with the intent to "make money", a significant percentage would be returned to the DHF.

How will the film be distributed? And how are you managing the submission/distribution/misc fees?

Everything is covered by the cost listed here and the production company.

Can the presenters be listed prior to the proposal payout? Are they paid? Do they have contracts?

There can be no presenters if this proposal isnt paid out.
That would be an absurd endeavor to try and get presenters when theres no certainty of anything.
They will not be paid, there will be no contracts outside letting us use their words in the documentary.

The documentary itself will cover more than just Hive. And Justin is a part of what makes the Hive story. Ned will be featured, yes.

As the script hasnt been written yet, I cant answer that. Witnesses, investors on Hive will have some input on what goes into the script so we can decide that when it comes up.

Not sure to whom this refers to. This is a story about crypto in general and Hive. Focus is on ideas, not on people.
But again, script hasnt been written yet, there will be opportunity for input.

How are promotional materials (images, articles, etc) for this film to be handled and funded?

This documentary will be treated just like any Hive project when it comes to the marketing funds expenditure I hold. Outside that, everything else will be covered by this cost listed and the production company.

Everything is a matter of ideology. As will be discussed in the opening part and conclusion. The facts of the Steem/Hive split will be explored but there will be no personal attacks as you state them here. That is not how you create high quality content with award and high audience potential.
That kind of content is for youtube channels and to be shared in echo chambers in random group chats.

The story will be told as it happened without using words like "criminals, crooks, liars, nobodies."
If that is the type of film people want made, then I am not interested in doing it.
Doing revenge hit pieces no one will see, being ranted about in discord channels is nothing more than a waste of everyones time.

This documentary will tackle a broader crypto story in laymans terms, create understanding and using Hive as proof of the promise of blockchain.
