It would likely involve some sort of "smart-contract" template (which is likely beyond the capability of the HIVE blockchain as I understand it).
Either that, or some sort of "front-end" solution that would activate a form whenever someone downvoted with a large enough stake.
The following is a "quick-and-dirty" "step-in-the-right-direction".
Here's something simple I've seen implemented on other sites.
Make an account called "COURTHOUSE".
Basically, a downvote audit log.
It could be a robot like @trufflepig that identifies and collects and documents all posts that have been downvoted more than 50% and more than 1 hive.
In other words, posts that have been only downvoted 50% would not show up in the list and posts downvoted with less than a total of 1 hive would also not show up in the list, even if they were downvoted more than 50%.
These collected posts could be all marked with the NSFW tag, so nobody would see them "accidentally", just in case they are "truly evil".
It could rank posts by total downvote power and or impact on REP.
This would be a place where the downvoted individuals could "defend" their posts and also communicate with each other.
Forcing people to jump into a discord server is anathema to the idea of a transparent system of justice.
This would also be a place where someone like myself can get a look at "what's really going on".
Because, sure, maybe there's a case for downvotes and maybe "most" downvotes are legit, but from what I've seen, it appears to be mostly for victimless "crimes" like forgetting to post a link to a source, or out of pure spite or for simple differences of OPINION.
