The case for abuser that you reported was dealt with by my colleague not by me, although I remember it. He offered the user to post sources so I concluded that the post must have been mostly original. If I am mistaken and it were like you said (user plagiarised in many articles), I would certainly downvote it and put this user on blacklist.
