Anyone can curate in a community and it's great that you are passion enough to want help keep the community alive.

If the community owner is ignoring you, then it's likely they've given up or they don't want external help. And even if you end up curating, either in an official or unofficial capacity, don't forget you're still restricted by what you can do, eg maybe you want to run some contests, or writing prompts, but perhaps the community owner has different ideas.
