A failed state is defined as:
A state whose political or economic system has become so weak that the government is no longer in control.
Many Indians (generally right wing ones) love to use the argument, "Pakistan is a failed state" whenever they engage with others online. But India isn't far of of being a failed state either. The naxal affected areas are proof of that.

Many regions in the affected areas are not under the control of government. They are controlled by Naxals who collect tax from those areas. This way, those areas act as countries of their own.
It also fails to implement supreme court orders in some states.
Chief Secretaries of Uttar Pradesh, Maharashtra, Tamil Nadu and Andhra Pradesh were today summoned by the Supreme Court for their failure to file affidavits on implementation of its direction on police reforms.

Pakistan and India both have characteristics of failed states. Putting more focus on one and ignoring the is dishonest.
