I think you should try to keep control by starting as if everybody joined an eco village, but with their own private lots of course (that´s the good part).
What do I mean by that?
You should try to get people who are willing to join the eco village from the beginning, who are open minded to your ideas and a good fit for the village. If then things don´t work out with some individuals, they still have their private property do live on, they are just not so much integrated in communal circles any longer.
But if you just help people to get land and build their houses and then it´s up to them if they join the village, you might end up being exploited by people who just use you to get house and lot on the cheap and don´t really care about your eco village ideas.
Understand the difference?
In the first case private ownership of land and homes acts as an insurance and safety net for the individual against problems with the community and a possible separation from the community.
In the second case private ownership acts as the main motivator and might prevent or hamper the creation of a functional community.
You should create some declaration of intent to be signed by everybody wanting your help to settle, in which people agree to be a part of the eco village endeavour as the normal course of action, only in case of unsolvable differences there would be a seperation.
