Depends what you mean by fixed... If you mean technically, yes, most major bugs are long gone, though glitches remain. If you mean fixed in the sense of wanting a traditional singleplayer Fallout experience, they have tried their best to mix the singleplayer and multiplayer worlds, but it'll never be as good as a pure singleplayer experience for reasons I mention above.
