it's most frustrating when they are acting in a way that's personally motivated but then continue to insist their ideas are for the best.

add resistance to new ideas or any sort of critique, pursuing change for the sake of change, encouraging various sycophantic behaviors, the entire idea of "insubordination", blah blah blah.
