It's more like the elderly are taking out loans but the children have to pay. The government only exists from the tax payers. When it started it out there was no debt. Borrowing gave those in power extra spending power to use as they pleased. The children and grandchildren will be the ones paying for it. Not that the grand father really got to use this money mind you.
