Perhaps we should ask all of the current government to stand down effective immediately and replace them with a selection of people self-selected from their own professions. Each profession may operate a guild for training all personel associated with that profession; thus we could also replace the failed edumacation system in one swell foop.
The United Federation of Planets would make a reasonable first working model.
