Weighting the attempts would alter the solve rate.
I originally thought that difficulty should be measured as a combination of attempts and difficulty, but your comment and the fact that I found PAGES to be more difficult than VOWEL have prompted me to reconsider this.
Although it's good to solve a puzzle with a few attempts, solving it is more important. In fact, my solution strategy involves more attempts.
