Once again the Florianópolis City Hall, the capital of the state of Santa Catarina in Brazil, prevents free trade on the island's beaches. In smaller numbers, the inspectors are accompanied by about 15 heavily armed men to randomly collect two carts from street vendors. They are probably in a crucial position to opt out of taking the risk of having their merchandise stolen to insinuate themselves to commit robberies and other crimes.
