Fees are one reason small budgets stay small: a flat fee on a small transfer is a big percentage of it. On LasseCash the pool charges 0% swap fee and every account gets free credits for actions, so a small balance isn't eaten by fees (you do need a Hive account first, about 3 HIVE to create). Genuinely curious how people move small amounts today.
