It may be the beginnings of a smallboat designed to get you from rocky shore to larger craft or it could be an antique boat that's fallen into disrepair. It was sitting next to 3 other more modern boats nearby. So it's a bit hard to say. I like to think that it's "grandpa's old boat" that someone is just hanging onto.
