This is anecdotal so take it with a grain of salt. As I've mentioned before, I'm a paramedic/firefighter. I've noticed that people are REALLY bad at appropriately deciding whether or not they need to go to a hospital. You have people that get a paper-cut and demand priority care.

You also have this guy:

This is to be expected to some degree. Many people have not been trained in a manner to properly triage themselves. But this strains the healthcare system. There ends up being an influx of people that do not need to be at a hospital juxtaposed against those that desperately need help but aren't urgently communicating this to a very well-distracted staff.

Triage is a weird game. I've noticed that in some of the best, cutting-edge high-quality facilities in my area they don't really do well with patients with lesser injuries. The people that really suffer are those in the middle. The ones that need care but aren't critical yet. Meanwhile, while some of the smaller hospitals aren't as good with the most critical scenarios they are excellent with the rest. I think cognizance of appropriate facility is key to the patient's well being and happiness. Sure I do some crazy stuff in the back of the ambulance, but a majority of my job is knowing who the right person for the job is.
