You can only post your original work! Other forms of Pixelart are welcome- for example- perler beads, but only make original creations, you can't use other artists' art for reference. Voxel art and similar styles are allowed, I hope there is will be another community for it eventually.
If you use a filter to autopixelate your photos or art, you still have to do additional drawing on top, at very least to clean up rogue pixels.
You can post about pixelart programs and tutorials on how to use them.
I'll try posting at least one pixelart weekly, feel free to request tutorials. If you're impatient you can check out couple of my (commissioned) tutorials that I wrote:

The reward pool will be the post's full payout number paid in Hive. I've seen others do it this way and it's neat.
