We have a program here in Florida where the veterinary clinics will do really cheap and sometimes free spay/neuter on ferals/strays.

Do not tell them that the pet belongs to someone tho or it can not be funded. We have trapped and taken care of some neighborhood ferals here and have fed them for over 8 years now.
