Gold and silver have always been a safe haven and I believe they will continue to be a safe haven for investments. However, I do think that there is a lot of manipulation going on in the market in the form of paper gold and silver. In my opinion, the price should be far higher, but manipulation keeps the price down because traditionally a high gold and silver price indicates problems with the financial system, which some don't want to be visible.
