"How toes" is more of a description. A review is the evaluation of something based on your thoughts. That is, whatever your review, your personal views or opinion must reflect on it to help the viewers, readers or listeners decide whether or not use the product or anything. Of course, describing a product is part of a review, but when it is entirely missing your opinion, it becomes something else.
