I asked some smart folks about excecutive orders.. they seemed to think they could only use them in relation to the bill that was being signed. that seems to be.. not at all true.

but that is what they are selling folks how it works.

who is right? I'm not 100% confident.. but I have read a few EO and they don't appear to 'always be related' to the bill being passed. ..
