Yes it does!!!! A friend of mine experienced some serious racial discrimination on utopian. He was a moderator at the time and he happened to make a suggestion for something and once the person in charge asked and found out where he was from, he was shut down immediately.

His decision for whose suggestions were valid or not was based on ethnicity and quite possibly the colour of his skin. It was really sad.
