What a nostalgia. I remember this movie from my childhood when i was also riding roller blades and watching it.
Guy whos a surfer has to move with parents to Australia and on the very first day hockey players try to bully him. Later he learns everyone in school does rollerblade and especially some risky racing. So to show up bullies who rock, he enters the race.
