Two Bug Fixes Going LIVE for Rafiki Right Now

1. Issues with Premium user detection (@winanda found this) - the Premium user API is coming from the new Mobile App and while in dev mode, it isn't super reliable. We're adding a local cache fallback to Rafiki until mobile app is live (then it will be much more reliable as a premium endpoint - even better than INLEO.io which is why we're already using it despite being in dev mode)
2. Search Tool not being called enough - I have been tweaking this regularly because the search tool should be called on almost every complex query. My latest tweak should make it even more frequent
