Dralamar really feels like it should be fixed - either by making it refresh mana used and not the base mana, or the card text. As it stands, it makes for a frustrating first encounter when this card shows up and ruins your day 😂 Still, I'm sure they didn't intend it to work like this; it seems like it basically makes other control decks obsolete if it is able to survive the early game.
