Once you put "Soon" in quotes, then all specificity is lost, as soon is an ambiguous amount of time. "Soon" essentially means "don't hold your breath" which equates to "it may or may not happen any time soon".

I think if a person wants to actually commit to doing something within a month, then they should use soon without quotes. Now that I am writing this on a supposedly eternal blockchain, people can look back and see if I did things I said would be done soon within a month. If I put "soon" in quotes then I get a pass on whatever happens or never happens.
