Problems exist on a spectrum from minor to major.

I think that statement applies to a lot of things the government wants to tell us we can't do. Some honest studies can be done, and publicized so adults can decide for themselves what they want to do, on the pot/CBD issue and several other things. It's good to know the risks of certain behaviors but life is dull if we never take any risks.
